These bars were paid for and commissioned to be given to wounded soldiers. Purple Heart recipients certainly fill that bill.

Not opposed, but I would be willing to buy back some of those bars to go towards the track chair, then also auction those same bars that were bought back to also go to the track chair. Is that an option?
